A new urban development project is set to reshape downtown Woodstock, as city officials move forward with plans to create a more pedestrian-friendly environment along Elm Street.
The initiative, which began earlier this month, has already led to the closure of Elm Street to vehicle traffic, marking the first step toward what leaders are calling a “transformational” upgrade for the city’s core.
