In a tragic turn of events, Kevin Kennedy, a 43-year-old man from Pavo, Georgia, died on August 27, 2024, five days after being bitten by a police dog during a chase with a state trooper. The incident has sparked an investigation by the Georgia Bureau of Investigation (GBI) and has raised serious concerns about the use of police dogs in such situations.
The incident began on August 22, when a state trooper noticed Kennedy driving a blue four-wheeler along a state highway. The trooper had received reports of thefts and burglaries in the area, allegedly involving a blue four-wheeler. Upon attempting to pull Kennedy over, he fled, leading the trooper on a chase through fields south of Moultrie, Georgia. The pursuit ended when Kennedy attempted to turn his vehicle in front of the patrol cruiser, resulting in a collision that caused his all-terrain vehicle to overturn. Kennedy then fled on foot, only to be apprehended by the trooper’s K-9, which bit him during the arrest.
According to the GBI, the trooper immediately called for medical assistance after noticing that Kennedy was injured from the dog bite. Despite the prompt medical attention, Kennedy’s condition deteriorated, leading to the amputation of one of his arms before he ultimately succumbed to his injuries. An autopsy will be conducted by the GBI Crime Lab to determine the exact cause of death.
Kennedy’s family has expressed their grief and frustration over the incident, questioning the necessity of deploying the K-9 in what they describe as a “petty” situation. Judy Striping, Kennedy’s aunt, voiced her outrage in an interview with WALB-TV, stating, “He wasn’t dangerous. Didn’t have any weapons. It was just a petty thing that cost him his life. I just want people to know that it shouldn’t have happened. The dog should have never been turned out on him.”
This incident has ignited a debate over the use of police dogs in law enforcement, particularly in cases where the suspect is unarmed and not posing an immediate threat to the officers or the public. Critics argue that the deployment of K-9 units in such scenarios can lead to unnecessary harm and, in some cases, fatal outcomes. They advocate for a re-evaluation of the protocols governing the use of police dogs, ensuring that their deployment is reserved for situations where there is a clear and present danger.

As the investigation continues, the GBI’s findings will be crucial in determining whether the actions taken during the chase were justified or if procedural changes are needed to prevent similar tragedies in the future. The incident serves as a somber reminder of the potential consequences of law enforcement decisions and the need for careful consideration in every aspect of police work.
